Sleeping in a hammock tied to two old maple trees on a hot summer day is my idea of heaven. Nonetheless not everyone likes trees. Trees shade plants and roses need plenty of sun light to bloom.

The law is that trees on a boundary line is owned by both owners as tenants in common. Thus to cut a tree down, both owners need to agree. Where the trunk leaves the soil and intersects with the boundary line determines ownership of the tree.

If your neighbor's tree branch enters your yard, you have the right to cut the branches at your property line as long as it does not damage the tree.

In urban settings, the owner of the tree is responsible for any damages to others that results from a damaged tree. However the tree owner is not responsible for cleaning up the leaves that fall into his neighbor's yard nor for tree roots in his neighbor's sewer pipes.
